My name is Lenny Herman.  I worked for 22 years as a Revenue Officer for the IRS.  I retired 22 years as a Revenue Officer for the IRS at the end of February 2009.  As a Revenue Officer, I would go unannounced to homes and businesses.  If you were available, I would give you a package that included a notice/letter 1058 of “final demand for full payment, or intent to levy in 30 days”, two publications title “Your rights as a Tax Payer,” and “the Collection Processes.”  As a Revenue Officer, I would tell you that a Federal Lien had/or will be filed to protect the Government’s interest in any assets you own.  A lien is a public notice that is filled in your local county courthouse to let creditor and other know that you owe the government taxes.  At this point, most people are in a state of shock, fear, and confusion.
As a Revenue Officer, I reviewed the pamphlet titled, “Publication 1, Your rights as a taxpayer, and you may have been able to stop the interview.”  For instance, (see part four below)
IV. Representation
You may either represent yourself or, with written authorization, have someone else represent you in your place.  Your representative must be a person allowed to practice before the IRS, such as an attorney, certified public accountant, or enrolled agent.  If you are in an interview and are asked to consult such a person, then we must stop and reschedule the interview process in most cases.

In some cases, you may not owe money or you might owe less that the IRS claims you owe.  The IRS file (SFR) substitute for returns because income or payroll taxes were not filed.  SFR returns are based on your gross income, and do not give you deductions and exemptions that you are entitled to.  We will correct this by filing the actual tax returns.  You also may be entitled to penalty abatement if the reason you did not file was due to a reasonable cause recognized by the IRS.
